Dr. Elizabeth Madraa, the head of the HIV/AIDS Control Programme in the ministry of health, said the key partners, including civil society groups, NGOs and the ministries of finance and health proposed to have two recipients for funds.
"We realise the mistake of mingling the two sectors. We don't want it that way. Let's have two fronts to cater for each and avoid any likelihood of previous complications," she said.
The finance ministry has been the principal recipient for both sectors.
Uganda is consulting whether to appeal or re-apply for the Global Fund following the rejection of her Round Six HIV/AIDS and malaria applications. The Fund rejected proposals for HIV/AIDS and malaria.
