Global Fund explains AIDS money slash

AN independent panel of health and development experts has advised the Global Fund against granting Uganda's HIV/AIDS and malaria proposals, citing 'weaknesses in implementing prior grants'.

The Fund's Communications Manager, Nicolas Demey, yesterday said although Uganda submitted proposals for HIV/AIDS, malaria and tuberculosis (TB), only the latter was granted.

He, however, left open a window of hope, saying once the issues have been addressed, Uganda is not precluded from receiving new grant support.

"Uganda submitted three proposals for all three diseases HIV/AIDS, TB and malaria. Only the TB proposal has been approved by the Board of the Global Fund. As you will probably know, all grant proposals that have been received by the Global Fund have first been reviewed for technical merit by the Technical Review Panel (TRP), which is an independent panel of health and development experts.

"Based on the TRP's evaluation, proposals have been recommended to the Board for funding. As is with all countries, weaknesses in implementation of prior grants are considered by the TRP, however, providing that these issues have been addressed, countries like Uganda are not precluded from receiving new grant support.

"The TRP must have had some concerns with Uganda's HIV/AIDS and malaria bids, regarding the technical merit and past implementation, and decided not to recommend them to the Board for funding," he said.

Health minister Stephen Mallinga could not be reached for a comment as he is in Geneva attempting to salvage Uganda's funding.
