Takuba said the HIV/AIDS prevalence rate in the division had increased to 25% compared to the previous year's 10%.
"Out of every 200 people tested, about 50 are infected with HIV.
Instead of witnessing a decrease in the infection rates, we are seeing a drastic increase," Takuba said last week.
This was at a function at which he received health equipment worth sh23m from Plan Uganda.
The equipment included sh10m HIV testing kits, laboratory, dental and maternity equipment.
Takuba said women, especially youths, were the most affected by the scourge.
He urged Plan Uganda and all health service providers to increase their outreach to schools and homes to curb the spread of HIV/AIDS.
"President Yoweri Museveni recently won an award for spearheading the fight against HIV/AIDS. We should therefore not slacken, but continue with that spirit," he said.
Takuba, who was accompanied by several division councilors, said the division had an AIDS committee, post-testing club and youth clinic aimed at fighting the pandemic.
He invited residents of other divisions to access health centres in Kawempe for free HIV testing.
Plan Kampala area manager Disan Mugumya said the equipment would be stationed at Kawempe and Komamboga health centres.
"Our aim is to treat young boys and girls infected with HIV/AIDS and protect those who have not yet acquired the virus from getting it," Mugumya said.
Plan Uganda is an NGO which fights against the spread of HIV.
