Kumi gets Bush fund

New Vision (Kampala) - December 23, 2005
Julius Okwi

KUMI district has been granted US$645,000 (about sh1.2b) from US President George Bush's Emergency Plan for AIDS Relief in Africa to fight HIV/AIDS for one year (2005-2006). The grant is not linked to the controversial Global Fund.

The district director of health services, Dr. Felix Ocom, said in Kumi recently that the grant, through the American Centre for Disease Control, released the first batch of US$50,000 (about sh90m) last October.

He said the first release was for training counsellors and setting up structures and equipment to carry out free HIV/AIDS testing and counselling. He said the money would be released quarterly.

Ocom said the outreach teams would carry out counselling, testing and give instant results at people's homes, adding that every sub-county would form a team of counsellors, parish mobilisers and community resource persons to register and serve the patients.

"The prick method will be used for testing blood," Ocom said, adding that those found to be HIV positive would get basic care like free anti-retroviral drugs, septrine, safe water, mosquito nets and food.

He said Kumi applied for the fund following the August 22 announcement that the Bush fund sought one district whose application would beat the deadline for the grant.
