Dr. Elizabeth Madraa, the director of the Aids Control Programme (ACP), said she did know the individuals or government departments that received millions of shillings from the Global Fund under the names of ACP.
The commission heard that senior ministry officials, including the permanent secretary, asked the firm to keep sh240m Global Fund money on behalf of the ACP. The money was intended to conduct an HIV/AIDS national sero survey.
Acclaim Consultancy kept over sh3b that was received from other donors for the survey.
Justice James Ogoola, who chairs the commission, said the names of individuals who negotiated the opening of the account should be given. He asked why individuals in the health ministry were allowed to draw millions of shillings and keep it on their accounts for long.
Madraa said there were individuals who were doing HIV/AIDS-related work and were given money by the ministry's Project Management Unit.
She said these included some private doctors and the office of the president. Ogoola said ACP did not account for over sh1.1b.
Henry Serwanga, an accountant in the Ministry of Health, said Acclaim was hired to open and keep the account to avoid the bureaucracy in government when opening accounts and withdrawing money.
