Fund probe queries Mildmay pay

The commission of inquiry into the mismanagement of Global Fund money yesterday heard that Mildmay Jajja's Home received sh1.2b without signing any contract agreement with the Ministry of Health and the Global Fund Project management Unit (PMU).

Stella Nabatanzi, the director of finance at Mildmay, said they submitted a proposal, workplan and a budget last year to the PMU.

She said they received the money in different amounts, starting last year.

She said the first disbursement of sh236m was received in September 2004. It was meant for training medical staff in pediatric care. Another disbursement of sh942m was received in March 2005, for financing rural community programmes in Gulu, Kiboga, Busia, Kalangala and Bushenyi districts.

The last disbursement of sh118m was received in August and was meant for running emergency clinics for children in Gulu district.

Nabatanzi said Mildmay Jajja's Home, a centre for children affected by HIV/AIDS, was a subsidiary of Mildmay International UK.

Mildmay International UK also runs Mildmay Centre, for adults with HIV/AIDS, also on Entebbe road.

"We did not sign any agreement with the Global Fund. We wrote letters of acknowledgement for receiving the money," Nabatanzi said.

Mildmay deputy programme director Agnes Kimaya said Mildmay International UK had signed a memorandum of understanding with the ministry of health to run the Mildmay centre for adults on behalf of the ministry for a 10 year period.
