Conflicts Retarded Development - Aporu

New Vision (Kampala) - November 5, 2005
Cyprian Musoke, Kampala

CONFLICTS, especially in the north, have retarded the country's development and exacerbated HIV/AIDS, the disaster preparedness state minister has said.

In a statement at the opening of a workshop on the role of civil society and the private sector in the COMESA peace and security programme at Hotel Africana yesterday, Christine Amongin Aporu called upon civil society to play an active role in peace building and reconciliation.

"Conflict is very destructive to development initiatives, threatens investment, disrupts trade and causes regional economic disintegration and distortions," she said.

She said conflicts have led to unplanned population movements, loss of life and property, increased morbidity and spread of epidemics like HIV/AIDS, food insecurity, environmental degradation and destruction of infrastructure.

In the speech read by Jonam MP Jachan Omach, Aporu said the Government had for those reasons fitted conflict resolution and peace building in the country's strategic planning programmes.

Omach said of the things that happen to us, 10% is what actually happens, but 90% is consequent upon our reactions.
