Punish AIDS fund culprits - donors

DONORS have called for strong action against any one guilty of mismanaging the Global Fund for AIDs.

In a joint statement read by the Swedish ambassador to Uganda, Erik Aberg, at a health review workshop at Munyonyo on Thursday, donors said after the investigations, culprits should be handed over to the Inspector General of Government and the Police for prosecution.

"We are pleased that the Government has been quick to respond with forensic audit and the appointment of the judicial commission of inquiry into the alleged global fund mismanagement. Any evidence of criminal wrongdoing should properly be addressed by the IGG and the criminal investigations department," Aberg said.

He said the allegation of corruption and misuse of global fund resources provides an opportunity for the Government to demonstrate a zero tolerance approach to corruption and mismanagement of funds.

The Global Fund last month suspended grants to Uganda on HIV/AIDS, tuberculosis and malaria over mismanagement allegations.

Aberg said, "We agree with the Auditor General that effective use of resources is dependent on sound financial management and ensuring value for money.

Corruption undermines the trust in government institutions and reduces the availability of critically important resources."

State minister for primary healthcare Dr. Alex Kamugisha said, "We take note of your words of wisdom because neither the locals nor the donors are angels. I hope we shall correct our past mistakes and move forward."

Aberg called for effective allocation and efficient use of resources for the health sector and others responsible for improving health.

He said the present population growth was the primary cause of continued poverty in Uganda.
