Probe to name AIDS cash recipients

THE commission of inquiry into mismanagement of the Global Fund on Aids Tuberculosis and Malaria (GFATM) is going to publish a list of all sub-recipients of the grant.

The commission wants the intended beneficiaries of GFATM-funded projects to see the list and provide evidence on whether the money was properly used, the secretary, Andrew Kasirye, said.

Kasirye said the list of the 300 sub-recipients would be published on Friday and that thereafter, witnesses would be expected to testify at the public hearings of the commission.

"We want the beneficiaries to come forward to justify or challenge whether the money was disbursed," Kasirye said yesterday.

He added, "There are people who took the money and put it to illegal use. people should come out to confirm whether the projects were undertaken or not." The recipients include district councils, civil society organisations, lead agencies and direct implementers. The funds were meant to support AIDS treatment and to facilitate voluntary counselling and testing.

It was also meant to provide long-lasting bed nets, new artemisinin-based combination therapy treatments for malaria and treatment against tuberculosis.

Among the commission's terms of reference is the investigation of PMU's selection of sub-recipients and their competence.

The commission will also investigate the Project Management Unit (PMU) failure to follow up sub-recipients who did not account for their funds.

The Global Fund last month suspended grants to Uganda after learning of "serious mismanagement" of funds by PMU. The commission will also probe allegations that expenditure of the PMU contravened Fund procedure.
