Kabugu, also chairman of Kalisizo sub-county, said FDC had few supporters and sympathisers.
He said this at a party for Kalisizo hospital staff at the hospital premises.
"We are coming for your signatures because we are planning to register as soon as possible," he said, adding that DP was the only successful political party.
He thanked the Government for providing homapack tablets to children in the villages.
"The drugs have saved many of our children's lives and the parents who frequented the bushes to look for local herbs," he said.
Kalisizo medical superintendent Dr. Katumba Sentongo urged residents to test their HIV status.
