Bihande, who offered sh2m to the club, said the idea would be introduced in schools in the district.
"Young girls and boys should be encouraged to say a big no to sex before marriage and to publicly expose old men and women who may want to convince them into sex," Bihande said.
He was officiating over the district celebrations to mark the World AIDS Day at Mpondwe primary school in Bwera town on Thursday. Bihande said many young girls are tempted into sex by old men and sometimes old women lure young boys to have sex with them.
He also encouraged people who have tested positive to HIV/AIDS to declare it, to save the nation from losing more people to the disease.
The performances at the celebrations made the crowd cry, especially those which depicted the plight of children who lose parents to HIV/AIDS.
Bihande appealed to marrieds not to cheat on each other.
