Sports state minister Henry Okello Oryem presided over the ceremony at the 503 Brigade Headquarters at Pajimo barracks. Oryem pledged that Kitgum leaders would work together with the UPDF for a speedy return of peace in the north.
"I assure the people of Kitgum that their leaders will collaborate with the UPDF to end this war so that our people can go back home.
We are serious about peace that we are uniting people for it. We shall not be distracted. Different political ideologies will come later, first we should get peace," Oryem said.
He warned the Guards against misusing guns, saying the law would punish those who harass civilians.
He urged them to observe discipline while executing their duties and to beware of the HIV/AIDS pandemic, saying it was rampant.
The 5th Division commander, Col George Etyang, commended Kitgum for their willingness to mobilise recruits whenever called upon.
This is the third time this year that Kitgum district has passed out the local militia.
