Unfairness cited in AIDS global fund appointments

New Vision - December 20, 2004

The health ministry has been accused of influencing appointments on the $80m global fund project committee, reports Herbert Ssempogo.

The Anti-Corruption Coalition Uganda coordinator, Dr. Geoffrey Rwakabale, said the ministry influenced the appointment of Dr. Tiberus Muheebwa as project co-ordinator of the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria in Uganda.

Rwakabale told journalists that Ernest & Young's recommendations were disregarded.

"We note that in utter disregard of these recommendations, the ministry, which is the appointing authority, made erroneous appointments," he said.

Rwakabale said Dr. John Mutu-mba, Gamba Osige and Eva Magambo emerged best candidates for project co-coordinator, civil society and private sector co-coordinator and private sector coordinator respectively.
