The State Minister for Northern Uganda, Grace Akello, has said.
"The north is struggling to overcome the effects of the war and social and economic marginalisation. We have mobilised communities to change the region," Akello said.
She was briefing journalists at the Prime Minister's office in Kampala, recently.
She said the funds from the Northern Uganda Social Action Fund programme were given out between April and October this year.
The minister said communities in Pader, Kitgum, Gulu, Lira, Apac, Kotido, Moroto, Nakapiripirit, Paliisa, Soroti, Kaberamaido, Kumi, Arua, Adjumani, Moyo, Nebbi, Katakwi and Yumbe were using the funds.
A report about the funded sub-projects says by October, sh19.578b had been released to communities for developing infrastructure like roads, boreholes, schools and health centres.
Since 1990, there has been a 20% reduction in poverty, a surge in school enrolment, a reduction in the number of school drop-outs and HIV rates in the country, but these have been rapidly rising in northern Uganda.
