Museveni said this while commissioning 90 ambulances for mini and non-profit hospitals for 36 districts on Saturday.
He handed over the ambulances to district LC5 chairpersons at Kololo Airstrip, Kampala.
Museveni said the HIV campaign had stagnated because radios were abusing the government instead of fighting the scourge.
He said ambulances were a government's broader health plan to prevent sickness.
Museveni said 90% of diseases were preventable but people seek health services when they are already ill.
He asked health authorities, especially at the district, to sensitise people on hygiene, nutrition and immunisation. He told them to step up the anti-malaria campaign.
Health minister Brig. Jim Muhwezi said the vehicles bring the number of ambulances given to the 140 health centre IVs to160.
