Lukabwe said this while awarding certificates to 30 FAL graduands in Jinja.
The participants completed a two-year course, sponsored by the gender ministry.
District chairman Fredrick Ngobi Gume hailed the gender ministry and other organisations contributing towards ending illiteracy.
He said the Government would find it easy to implement development programmes like immunisation because people will be able to read and write.
