First Lady to count abstaining youth

THE battle against the HIV/AIDS pandemic will involve an annual census of youth abstaining from sex. The census is organised by the Office of the First Lady.

Mrs. Museveni yesterday said the figures would be released at the end of every year. "We have to enforce behaviour of people who can be bold enough to come out and testify about pre-marital sex before others as a way of inspiring them.

"We have done sensitisation but we have not talked about rewarding the faithful people. In many cases they are scoffed at rather than applauded," she said.

She said studies in the last few years had shown that there was a decline in casual sex, especially among the youth in Uganda.

"Youth have changed their behaviour, thus the decline in casual sex especially between the age of 13 and 19," Mrs Museveni said.

She was speaking as chief guest at the commemoration of the World AIDS Day at Kololo Airstrip yesterday.
