The resident district commissioner (RDC), Charles Mubiru, instructed the Police to investigate and arrest the perpetrators.
The measure comes after the public complained to the RDC's office.
"My office has learnt that the lodge owners are propagating immorality.
It's distressing that the girls employed as sex workers are between 12 and 14 years old," Mubiru told the press on Friday. "Whoever will be netted shall be prosecuted," Mubiru said.
He said the practice not only condemned but also had serious health effects for the children, in the face of the HIV/AIDS pandemic.
"We cannot watch as young girls are being abused," said Mubiru.
Sources said the traders had employed scouts who collected the juveniles from rural areas.
The New Vision learnt that scouts had always lied to parents that their daughters would be employed as house maids.
"However, they would be shocked on arrival when their employers instructed them to sleep with their clients," said a source that preferred anonymity.
The country is fighting a number of sex-related habits, including prostitution and nude dancing (commonly called Kimansulo), involving clients having sex with the dancers on stage.
