The fund to be managed by Kamwenge Developm-ent Agency (KADA) will sensitise people on the dangers of HIV/AIDS.
Special presidential assistant on research and information Frank Tumwebaze recently commissioned the campaign that will also eradicate poverty.
KADA will disburse the funds to development projects for civil society organisations and orphans.
Tumwebaze said they had identified eight groups each with about 50 orphans to benefit from the fund.
"After we discovered that most people attached AIDS to cultural beliefs and still have practices like inheriting widows, we decided to step up information, education and communication through all channels to save the populace," he said.
Tumwebaze also launched five drama groups at Rwamwanja S.S, Nkoma sub-county, to sensitise people on HIV/AIDS.
