Museveni Defends Family Relations Bill

New Vision (Kampala) - December 22, 2003
Eddie Ssejjoba

PRESIDENT Yoweri Museveni has once again defended the Domestic Relations Bill, saying it would assist in dealing with HIV/Aids and solving family and marital problems of promiscuity.

Museveni was in Kimaanya parish church in Masaka municipality at the wedding of Rose Namuddu and Joseph Kawalya Birimumaaso, son to the finance minister, Gerald Ssendaula.

The President criticised the youth who refuse to marry when they are of age and expressed concern that men in Rakai district had refused 'zero-grazing', the act of sticking to one sexual partner.

"Government has submitted the domestic relations Bill that will assist on family and marriage problems, but I will read it again to ensure it is not messed up and nothing is sneaked into it," he said.

Museveni said the bill would make the family strong enough to deal with problems like HIV/Aids and immoral acts like 'ebimansulo'.

"I have many ideas about marriage though I have not yet got time to talk about them with the religious leaders who seem to have divergent views. But after dealing with the problems of these murderers (LRA rebels) and fighting HIV/Aids, I will sit down to discuss this issue with them," he said.

He said in 1986, 30% of expectant mothers who visited anti-natal clinics had Aids.

"Now you the groom and bride, since you have invited me to this wedding, I hope you will invite me back here after 50 years," Museveni said.
