Mugenyi, who has been the JCRC director since 1992, has received different awards in the area of HIV/AIDS.
The motion, moved by mineral development state minister Dr. Kamanda Bataringaya, was overwhelmingly supported and unanimously passed.
MPs said Uganda should move away from the culture of recognising heroes after they have died.
They asked the Government to find ways of remunerating such distinguished servants.
The Prime Minister, Prof. Apolo Nsibambi, said human nature is that when people are recognised while still alive, they tend to relax. He said it was a challenge on Dr. Mugenyi's side, not to disappoint his admirers.
"Mugenyi enjoys academic legitimacy, the challenge to him is to recruit more professionals to help our people. Many people should learn from his example," he said.
Bataringaya said through Mugenyi's effort, there has been a drop in the AIDS infection rate of 30% about 10 years ago to 6% now.
"He has been involved in planning, reviewing and executing policies," he said. Mugenyi, dressed in a navy blue suit and a yellow shirt sat next to his daughter as the legislators heaped praises on him.
Capt. Charles Byaruhanga said since the current location of the research centre is in dispute, a research hospital should be built in Dr. Mugenyi's honour.
