He said since AIDS spreads fastest in urban centres, the role of leaders in confronting the scourge is crucial.
Museveni made the remarks in a speech read by the Third Deputy Premier and Minister of Public Service, Henry Kajura.
Kajura was at the opening of the annual general assembly of the Alliance of Mayors and Municipal Leaders on HIV/AIDS (AMICAALL) at Hotel Equatoria in Kampala.
AMICALL Uganda chapter, headed by Kampala Mayor John Ssebaana Kizito, is hosting the three-day assembly.
Museveni noted that in the past, leaders did not play a key role in the fight against AIDS.
"Fighting the epidemic calls for continued effort and diversification of preventive strategies and involvement of new partners in the crusade against this pandemic," Museveni said.
