The district director of health services, Dr. Sam Orach, said the plan that incorporates critical HIV/AIDS and TB prevention, care and support services.
He was speaking at Booma grounds during the launch on Thursday.
Orach said the district and AIDS Information Centre had opened four voluntary counselling and testing facilities at Angal, Nyapea, Nebbi and Pakwach health centres.
He said few people were utilising the facilities, saying the number of males doubled that of females.
Orach said an influx of Congolese women in the border areas had increased prostitution.
He said some people still think protected sex indicated lack of love and trust.
He said the district would soon begin testing related to reproductive health and prevention of mother-to child transmission.
Speaking as guest of honour, the district secretary for health services, Biriosis Olar Uthembi, thanked the district for emerging sixth best in the recent national Health Service Delivery Performance.
He said that showed Nebbi was dedicated to quality service delivery.
The programme is funded by the AIDS Integrated Model, AIDS Information Centre and the Centre for Disease Control of the United States Agency for International Development.
