Activist Attacks Govt On HIV Funds

New Vision (Kampala) - November 5, 2003
Richard Komakech

THE Uganda Network of AIDS Service Organisations (UNASO) has attacked the Government over excessive bureaucracy in releasing funds for HIV/AIDS activities in the country.

UNASO chairman Samuel Wangalwa recently said Uganda received a big portion of money for HIV activities but it had failed to effectively utilise it to stamp out the disease.

"The number of orphans is increasing, and many dropping out of school yet the Government has a fully donor-funded programme to help them attain education," Wangalwa said.

He was addressing a press conference at the Regency Hotel in Kampala.

Wangalwa called on the Government to overhaul the District HIV/AIDS Committees (DAC), accusing them of withholding funds meant for community HIV programmes.

"The composition of the DAC should include people living with AIDS because they are the intended beneficiaries of these programmes," he said.

UNASO director Steven Musoke said funds allocated to community projects took long to be received.
