Muhwezi was moved by the plight of the children, most whom were in critical condition at Mild May Uganda, Jjajja's Home.
In a glowing tribute to their determination to live and the selflessness of caretakers looking after them, Muhwezi called for concerted efforts to support the vulnerable in society.
The minister opened a 12-bed hospice at the children's home.
The centre will provide 24-hour care and treatment for the terminally ill children
Muhwezi said the Home will benefit from funds donated by the Global Aids Fund to mitigate the spread and effects of the pandemic.
He said the Government would provide anti-retroviral drugs for 200 children at Jjajja's Home.
In a speech read by the minister, President Museveni urged local government leaders to build similar hospices in their areas.
Museveni said the concept should be spread throughout the country.
The Mild May Jjajja's Home has outreach programmes in Luwero, Mbarara and Jinja districts.
The director of the home, Ruth Sims, said the centre will also conduct training sessions for health providers in caring for children living with HIV and how to handle their distressed families.
