He recently told a delegation of Malawian MPs who wanted to know how much was allocated to fighting AIDS, that part of the money had already been released.
Tumwesigye also said the Geneva-based fund was yet to approve about US$118M (over sh250b).
He said Uganda had applied for US$62m and US$56m for Anti-retrovirals and child victims and orphans of AIDS.
Tumwesigye added that there were a lot of funds targeted at fighting against AIDS, that only needed to be properly managed by the relevant authorities.
He said funds should be dedicated towards setting up district HIV/AIDS committees and sub-county committees and task forces that are already in place.
"We are considering whether we should set up constituency HIV/AIDS task forces," he said.
The Malawians were led by first deputy speaker Loveness Gondwe.
