Joyce Namulondo Kadawe, the head of the commission's social sector, said one of the problems facing women is caring for children orphaned by the Aids epidemic.
"Everybody should support the women because they are the biggest losers where there is Aids," Namulondo said.
She was speaking at the launch of an album against stigma and discrimination against people living with Aids.
The function was held at Green Hill Primary School in Kampala recently.
