The booklet launched on Monday and entitled "Banana Trees Provided the Shade," details how communities responded to the epidemic under the leadership of President Yoweri Museveni.
It says a combination of abstinence, faithfulness and condom use led to the decline in the HIV infection rates.
The minister for the presidency, Kirunda Kivejinja, released the booklet during a press conference organised by the joint United Nations AIDS programme, UNAIDS.
He said with limited resources in the early days of the epidemic, Ugandan communities gathered under banana sheds to discuss the disease.
Another book analysing Uganda's progress, "What happened in Uganda," was distributed by the United States Agency for International Development.
UNAIDS also released a global report which shows Uganda is still at the forefront in the AIDS fight.
