Museveni Cautions West On Aids Drug

New Vision (Kampala) - December 11, 2002
Alfred Wasike

President Yoweri Museveni has described as genocidal, the reluctance by the developed countries to release anti-AIDS drugs to the developing countries.

Opening the 10th assembly of the Council for the Development of Social Science Research in Africa (CODESRIA) at Kampala International Conference Centre on Monday, Museveni also challenged African scientists to use their knowledge to lift the impoverished continent from poverty.

"It is very genocidal for one part of the world to have the cure for the AIDS disease while millions of people in another part are dying from the same.

"The developed world is challenged to make anti-retroviral drugs available. All they need is the will to do it. It is unacceptable," Museveni said in a speech read by Prof. Mondo Kagonyera, who was opening the six-day conference.

The meeting, attended by more than 300 social scientists from Africa and beyond, was frustrated for more than three hours by lack of electricity and a faulty generator. The packed main hall was frequently plunged into darkness, forcing Kagonyera to apologise repeatedly.

"You should ask why Africa has lagged behind all the other continents despite the presence of intellectuals like you. Why don't you people help us reverse this situation?" Museveni asked.

He said to correct the situation in Uganda, the Government privatised the economy, promoted democracy through frequent elections and instituted fundamental freedoms such as the right to education and freedom of expression.
