Bantariza was contributing to a media workshop on reporting on children in conflict. It was organised by UNICEF at their offices in Kampala.
He said he did not know who announced that Joseph Kony was suffering from AIDS.
"But we do know that some of his officers have Aids and we send them anti-retroviral drugs. We think this could persuade them to denounce rebellion," Bantariza said.
He was reacting to a remark that the army uses propaganda that could affect victims of conflict like sexually abused children by announcing that Kony was suffering from AIDS.
The minister of Gender, Labour and Social Development, Zoe Bakoko Bakoru (left), was bitter with the publication of "Kony's wife's" picture.
"Where did the wedding (to Kony) or introduction take place? This is a victim.
She is a young woman who will need to lead a new life. But because of this (publication) she could be an outcast for the rest of her life," Bakoko said.
She said the baby she was holding would be traumatised for life.
