HIV/Aids Deaths Cost Sh3b

HIV/AIDS related expenses cost the public service over sh3b in 1999, the 2002 Uganda Human Development Report shows.

The draft report unveiled at a stakeholders' workshop yesterday, said the expenditure rose from sh89m in 1995 to sh93.6m in 1996 and hit sh650m in 1998 before skyrocketing to sh3b in 1999.

Of the sh3b, sh192m was for burial expenses, sh217m for medicine and the rest to cover pension and gratuity of the 8,322 civil servants who died of AIDS that year.

Funds from other sectors were diverted to meet the expenses, the report said.

"Indirect costs due to HIV/AIDS among public servants have been reported to be loss of man-hours and experience, need to train new staff, redeployment to replace sick or dead workers and hiring new personnel," said the report compiled by consultants led by Prof. James Ntozi of Makerere University.

The United Nations Development Programme (UNDP) funded the study.

The report underscored the dramatic reduction in the HIV/AIDS prevalence rate in Uganda, which has fallen from 18.5% in 1992 to 6.5% last year.

The UNDP chief executive, Malloch Brown, hailed President Yoweri Museveni for his open approach to the epidemic and urged other political leaders to emulate him.
