The money is to be dished out as part of the community-led HIV/AIDS Initiative (CHAI) under the Uganda AIDS Control Project, funded by the Government and World Bank.
The officer in-charge of CHAI, Steven Kirya, yesterday said a community group that hatched an anti-AIDS plan would receive between sh5m and sh10m to implement its activities.
So far 168 voluntary associations of women, youth, veterans and people with disabilities in nine districts have received a total of sh802,740,885, Kirya told the plenary of the National AIDS Conference.
He said another 21 districts had been enrolled and by the end of next year the project would cover the whole country.
The money is channelled through district chief administrative officers, but earmarked for specific community groups.
"It doesn't have to be a registered NGO. Many of the groups have registered with local authorities as community-based organisations," he told The New Vision. Under the scheme, interest groups identify and prioritise their problems, then seek CHAI funding, a deviation from past approaches in which anti-HIV/AIDS campaigns were implemented by government departments or NGOs.
The chairman of the parliamentary HIV/AIDS committee, Dr. Elioda Tumwesigye, expressed fear that the bureaucracy involved in accessing funds would make the flow of funds difficult.
