HIV/Aids Rates Stop Falling

For the first time in a decade, Uganda's HIV infection rate has not declined, according to the HIV surveillance report compiled by the Ministry of Health.

"We are in a dangerous situation, we have reached the crossroads," presidency minister Prof Gilbert Bukenya told Reuters news agency yesterday.

The report says 6.5% of women sampled at 20 antenatal clinics countrywide during 2001 have HIV.

This represents a slight increase from 6.1% in 2000 but health officials said the difference between the two years is not statistically significant, so they considered the rate stagnant.

At the same time data from the AIDS Information Centre indicated that the HIV prevalence among young people who voluntarily go for HIV tests remained at 10.1% for both 2000 and 2001.

The results give the first indication that the gains made by a 16-year-long concerted war against HIV/AIDS may be diminishing.

This is despite increasing awareness of the mode of spread and preventive measures and higher numbers of people using condoms.

The report estimates at 1,050,555, the number of people living with HIV in Uganda.

The director general of the Uganda AIDS Commission, Dr. Kihumuro Apuuli, told Reuters, "The decreases in AIDS prevalence rates has hit a plateau and we have to double our efforts."
