Speaking at a two-day workshop on adolescent reproductive health recently, Dr. Albert Okui said the district rate was higher than the national one.
"Because of poverty and looking for day to day survival, adolescent youths have resorted to getting employment in bars and lodges, which exposes them to temptations of commercial sex which is a free ticket to HIV/AIDS," he said.
Participants at the workshop held at Kasese Catholic Diocese Social Services Hall in Kasese town, expressed great concern over the increasing rate in defilement, early marriages, rape and divorce.
One participant said the women's liberation movement was the cause of family break-ups and divorce.
The workshop attracted political leaders, medical practitioners and non-governmental organisations in the district.
It was organised by the National Population Secretariat and sponsored by the African Youth Alliance.
