He said the disease was spreading fast among the uneducated and primary school dropouts.
Lukanika was addressing participants at a feedback workshop for AIC, Jinja branch at crested crane hotel Annex last Tuesday.
The one-day workshop attended by local leaders and district health officials was aimed at evaluating achievements and setbacks of the centre.
"Embrace UPE and probably lobby for Universal Secondary Education (USE). Educated people are easier to sensitise and therefore more likely to avoid the disease," Lukanika said.
Lukanika advised the youth to concentrate on their studies and avoid running after a luxurious life.
The manager AIC Jinja branch, Drake Katongole said the centre had stimulated advocacy, forcing the district to include AIC activities in their workplans.
