Government Urged to Free Aids Inmates

New Vision (Kampala) - December 4, 2001
Edris Kisambira

INMATES suffering from HIV/AIDS may soon walk free if the Government adopted resolutions passed at the international conference on health conditions in African prisons.

Delegates in a declaration resolved to urge their respective governments to consider releasing prisoners suffering from AIDS.

They said such victims should be released on medical grounds.

The delegates said governments should carry out a research on sexual habits in prisons so as to curb the infection.

During the five-day deliberations at the International Conference Centre, they said sexuality in prisons is a major issue to consider.

The delegates called for the decongesting of prisons by implementing community services and granting free bail to inmates with minor offenses. They also called for passing of non-custodial sentences.

Delegates said courts should take into account days one has spent on remand before passing a judgment.

To stop the spread of tuberculosis, they called for a ban on smoking in prisons.

The delegates said measures should be put up to improve hygiene.

An officer from the Prisons Health Service, Dr. Michael Kyomya, said tuberculosis in the prisons had increased with the rise of HIV/AIDS. The conference drew participants from South Africa, Malawi, Kenya, Mauritius, Cameroon and Lesotho.
