Donors, NGOs Want Uac Law Amended

A CROSS-section of donor agencies, government departments and non-government organisations have asked the Government to amend the Uganda AIDS Commission Statute.

The various stakeholders attending an HIV/AIDS co-ordination workshop at the Imperial Botanical Beach Hotel in Entebbe on Monday said many things have changed since 1992 when the Statute was drawn.

They said the Uganda AIDS Commission (UAC) should be strengthened to perform its role of co-ordinating anti-HIV/AIDS efforts and its roles be clarified to minimise overlaps with those of the Ministry of Health and other players.

The Director General of the UAC, Dr. David Kihumuro-Apuuli, said the commission would refer the recommendations to the Ministry of Health and the Office of the President.

"It has come to the top of the agenda that the Statute needs to be reviewed. This is not something you can do in one week or one month," he said.

A report presented to the workshop after consultations over the past few weeks indicated that the Uganda AIDS Commission does not have adequate personnel, is poorly equipped and its roles are not clearly understood by Ugandans.

Major Rubaramira Ruranga, chief of the National Guidance and Empowerment Network for People Leaving with HIV/AIDS, said the Statute repeatedly makes reference to "the AIDS disease" without HIV.
