* They treat large numbers of at-risk populations, including the elderly, low-income children and families on Medicaid, minorities, people with limited English proficiency and people with chronic illnesses like AIDS, diabetes, asthma and mental illness.
* Public hospitals provide trauma care, burn care, neonatal intensive care and emergency psychiatric care, all in concert with other emergency responders like police, fire, emergency services and public health. And they operate community clinics.
* All of those services help define so-called "safety net" hospitals, like Jackson, which is Miami-Dade's only public hospital system.
