Clinic owners charged with Medicaid fraud

Miami Herald - May 20, 2002

A physician at a Miami clinic that once treated HIV patients was arrested Thursday for defrauding the state's Medicaid program of more than $400,000, state authorities said.

Shelley Wolland, 44, of Davie, once affiliated with the now-closed Sunshine Medical Inc. at 1498 NW 54th St., was charged with 115 counts of Medicaid fraud.

The arrest came following a surprise inspection at the clinic where hundreds of misbranded and expired drugs paid by Medicaid were discovered.

That prompted authorities to look into the clinic's billing practices. Between January and December 2001, Wolland submitted more than 2,000 claims to Medicaid for injectable procedures and drugs that were never provided to patients.

"What makes this conduct especially contemptible is that the medication either withheld or diverted were life-sustaining or quality of life products used in the treatment of HIV, AIDS and cancer patients," said Attorney General Bob Butterworth, who announced the arrest on Thursday.
