To qualify for the money, though, Dade and 15 other eligible areas must have a planning-and-advisory council in place to determine use and allocation of the money. And the council members, to be chosen by the Metro Commission, must submit the grant proposal within less than three short weeks to meet a Dec. 20 deadline.
Given the tight time frame and the need for expediency, commissioners must name the advisory council so that it can start work immediately. So it's urgent that they act at today's commission meeting.
In fact, the commission should look for help to an existing comprehensive panel of AIDS planners -- the South Florida AIDS Advisory Committee. Established in 1986 by the Health Council of South Florida, it serves Dade, Monroe, and Broward counties. The 35-member committee is charged with pushing for better resources, legislation, and services. Geographically and ethnically diverse, its membership also represents a variety of health-care, consumer, provider, and purchaser agencies.
Commissioners would be wise to use the members of this committee as the foundation of the required HIV Planning Council, as their counterparts in Broward County have done. In addition, they must beware of overloading the council with people representing agencies that stand to get a piece of the Ryan White funding pie. Some overlap perhaps will be unavoidable, but it should be the exception, not the rule.
And given the import of the council members' task, commissioners would do well to resist the inevitable urges to make them simply patronage appointments.
