AIDS effort lauded for helping nations

WASHINGTON, D.C. -- An independent panel of experts said Friday that the Bush administration's massive global AIDS program "has made a strong head start" and is "well positioned" to help AIDS-devastated countries control their epidemics.

But as have other groups, the Institute of Medicine panel said a congressional requirement for abstinence-only messages "has greatly limited" the ability of countries to design AIDS prevention campaigns. That provision, as well as less controversial ones, should be repealed in favor of less prescriptive budgeting, according to its report.

It also urged ending requiring all AIDS drugs bought through the program be Food and Drug Administration approved.
