Day care for HIV kids faces cuts

ILLINOIS -- A Chicago day-care program for children who have HIV/AIDS or have guardians with the disease will lose three-quarters of its operating funds under Gov. George Ryan's proposed budget, its director said Monday.

The Children's Place Association, which for three years has run the program for HIV/AIDS-affected children, learned last month that the Illinois Department of Human Services will not renew its $780,000 grant for fiscal 2003, which begins July 1.

The state legislature is expected to pass a final budget next month, and if the cuts survive, the day-care program might not. "It would be devastating," said Cathy Krieger, president of the association, which also offers other forms of specialized child care.

State Sen. Miguel del Valle (D-Chicago) said in a speech at The Children's Place that he supported higher tobacco and casino taxes to pay for social programs threatened by the state's looming $1 billion shortfall.
