Johns' position as assistant commissioner of health for HIV/AIDS programs and policies will be filled June 12 by Robert Rybicki, who, in 1988, founded the Bonaventure House, an assisted-living facility on the city's North Side for people with AIDS. Rybicki is executive director for the AIDS Project of Contra Costa County in northern California.
Rybicki will be responsible for disbursing some $20 million in federal, corporate and city funds for HIV/AIDS education, care and prevention. One of his biggest challenges will be to preserve services threatened by federal budget cuts.
Rybicki said that he hopes to encourage collaboration by forging partnerships between service providers. He also hopes to spur the sharing of resources and services.
He said he plans to visit the providers and talk to staffers as well as people who need the services to see what is being done well and to find out where there are gaps in services.
Johns said in 1992 that she would hold the assistant commissioner's post for only three years. On June 1, she will begin her new job as executive director of a nonprofit corporation developed by the Chicago Center for Health Systems. The company seeks grants and other funding sources for the Chicago Health Department.
