The new Policy, Development, and Implementation (PDI) contract and corresponding task order extend the 30-year history that the company's Futures Group business unit has built with USAID. The PDI will continue a global effort that works with civil society and government partners in developing countries to create enabling policy environments for high quality, sustainable HIV/AIDS, family planning and reproductive health, and safe motherhood programs and services. As a new and expanded mandate of this contract, Constella will support policy implementation as well as the creation of new policies.

In addition, the business unit helped to create an advocacy manual to train government officials, women's groups, midwives, Persons Living with HIV/AIDS groups, faith-based leaders and citizen surveillance committees.
