Vice chairman of the fund, deputy health permanent secretary Suvit Wibulpolprasert, said the resolution guaranteed "fair play" for countries with "political difficulties", including Burma.
Mr Suvit said a committee would meet again in January to consider aid requests, which would be submitted to the management board in March.
