Under the global fund on Aids, tuberculosis and malaria, Thailand has to buy anti-HIV/Aids drugs from WHO-accredited companies after 2005.
Only a few drugs companies in the US and Britain have been accredited.
Public Health Minister Sudarat Keyuraphan said the GPO considered upgrading the existing plant, but the factory would have to close for six months. "That's not possible," she said. "The plant is going full steam, but still cannot make enough to meet demand."
WHO experts would make sure the new plant met manufacturing standards.
US-based NGOs on Aids and networks of people living with HIV/Aids yesterday petitioned administrators of the global fund who are meeting in Chiang Mai.
They called on donor countries to fulfill contribution pledges and urged administrators to speed up their work.
The fund was short by US$3 billion, with rich countries like the US, Japan and Australia still failing to contribute.
