Somsak Akkhasilp, director of the provincial disease control office, said it and Ubon Ratchathani University had asked 40 dormitories around the campus to support campaigns against Aids and sexually-transmitted diseases among people aged 15-29.
Studies had shown a high HIV-infection rate among people in this group, accounting for 46% of all infected people in the province, he said.
Volunteers would spread the word at 500 boarding houses in Muang and Warin Chamrap districts.
A hotline would be set up and radio programmes broadcast to warn against Aids.
"The infection rate is high partly because this group lives so far from their families.
"They stay alone or with friends in dorms and have sex. Promiscuity makes it hard for us to control the diseases," he said.
The office wants the 89 public hospitals in Ubon Ratchathani to care for people with HIV.
Currently, only 60% of local hospitals have anti-HIV drugs on hand.
