The division based its estimate partly on the number of cases reported by 48% of the health care establishments in the capital, said Eiam Vimutisunthorn, director-general of the Health Department.
This included 7,000 new Aids cases.
The nationwide estimate is 635,000 people.
Mr Eiam said more men were found to be infected than women at a ratio of 3.8:1. Most were in the 25-39 years age group and the major risk factor was transmission through sexual activity.
He said the increase in the number of people infected and killed by Aids demonstrated the public's general lack of knowledge in protecting themselves against the disease.
On its part, the city administration has initiated a programme to train about 3,100 health volunteers to educate people in the city's communities on how to protect themselves.
City hall will also cooperate with non-governmental organisations such as the Bangkok Aids Foundation and the Thai Red Cross to organise public anti-Aids activities to mark World Aids Day on Dec 1.
