Free condoms for workers: City Hall targets sex industry, labourers

Bangkok Post - Saturday 13 October 2001
Ploenpote Atthakor

One million condoms will be handed out free to sex workers and labourers as City Hall steps up its campaign against Aids, senior city officials said yesterday.

Deputy Bangkok governor Praphan Kittisin said the project was part of the "100% condom campaign" planned for 2002-2007.

Apart from the condom campaign, health volunteers would teach Aids/HIV awareness in city communities and health centres in the city would be equipped to allow them to better handle Aids/HIV patients.

A sex education handbook would also be distributed to primary school teachers.

The distribution of the condoms would be made through sex establishments, entertainment venues and district offices, he said.

The economic crisis was blamed for an increase in Aids/HIV over the past two years as the Public Health Ministry stopped handing out free condoms and the owners of some sex outlets stopped providing condoms to their workers.

Dr Praphan also said the economic crisis left sex workers with little choice when clients demanded they have unprotected sex.

Dr Krit Hiranrat, chief of the Health Department, said sex was the main cause of HIV/Aids transmission in the city.

"About 75% of HIV infected people got the disease through sex and 11% through drug use.

"About 5% were children infected by their mothers," he said.

Transmission through blood transfusions was nominal because of the strict rules regarding blood donations.

There are about 136,000 people in the city infected with HIV, about 10% of the national HIV infection total

About 17,000 city people have contracted Aids.
