Manufacturers of the alleged Aids panacea applied to the Food and Drug Administration last week to register the substance.
Vichai Chokeviwat, FDA secretary-general, said a lack of detail was frustrating the application.
The FDA required details of the production process, location of the plant and the type of equipment used, to assure the public of its quality.
The FDA had asked manufacturers seeking a packaging licence for V-1 Immunitor to reduce the proposed level of food colouring, as the amount exceeded legal levels.
Distribution of V-1 Immunitor, invented by pharmacist Vichai Jirathitikal, is backed by the Salang Bunnag Foundation. Mr Vichai, who also owns Immunitor Corporation in Bang Pakong industrial estate, could not be reached for comment.
The FDA secretary-general said delays in registration were not the fault of the FDA.
The manufacturers had not provided the details as promised, he said.
If the applicant does not contact the FDA by the end of this week, he would have to speak to Pitak Intrawithayanunt, deputy prime minister, and Sudarat Keyuraphan, public health minister.
Mr Pitak chairs a special committee looking into the V-1 Immunitor. Several HIV-positive people who took the substance claim they were cured of the disease.
Despite the absence of a permit for distribution or sale, V-1 Immunitor was distributed to thousands of people with HIV/Aids in Bangkok twice this month. The substance was distributed earlier in Chachoengsao by Ban Bang Pakong Clinic headed by Montri Sethabutr of Salang Bunnag Foundation.
